Evaluation of the MMA Waiver

The MMA evaluation report provides an independent assessment of ten evaluation components to ensure Agency compliance with the MMA demonstration waiver requirements.
The evaluation will analyze the following components:
- The effect of managed care on access to care, quality and efficiency of care, and the cost of care;
- The effect of customized benefit plans on beneficiaries’ choice of plans, access to care, or quality of care;
- Participation in the Healthy Behaviors programs and its effect on participant behavior or health status;
- The impact of LIP funding on hospital charity care programs;
- The impact of efforts to align with Medicare and improving beneficiary experiences and outcomes for dual-eligible individuals;
- The effectiveness of enrolling individuals into a managed care plan upon eligibility determination in connecting beneficiaries with care in a timely manner;
- The effect the Statewide Medicaid Prepaid Dental Health Program has on accessibility, quality, utilization, and cost of dental health care services;
- The impact of the waiver of retroactive eligibility on beneficiaries and providers;
- The impact of the behavioral health and supportive housing assistance pilot on beneficiaries who are 21 and older with serious mental illness (SMI), substance use disorder SUD), or SMI with co-occurring SUD, and are homeless or at risk of homelessness due to their disability.
- The impact of extending postpartum coverage from the end of the month in which the 60th postpartum day occurs to the end of the 12th month following the end of the pregnancy.
- The state must investigate cost outcomes for the demonstration as a whole, including but not limited to, administrative costs of demonstration implementation and operation, Medicaid health service expenditures, and provider uncompensated costs. Also, the state must assess demonstration effects on Medicaid program sustainability.

Evaluation of the LTC Waiver
Contractor: Health Services Advisory Group, Inc.

Current Contract Period: 8/4/2021 – 6/30/2026
The LTC evaluation report evaluates performance measures related to utilization of services, transitions of care, and health care quality among enrollees in the LTC program. The report findings aim to provide the Agency with ongoing monitoring of the LTC program and to understand the impact of quality improvement efforts, policy changes, and other historical events.
