LIP/DSH/GME Operations
The LIP/DSH/GME Operations Unit contracts with local Intergovernmental entities (e.g. Counties, Taxing Districts, and Hospital Taxing Districts) to fund the state share for the supplemental payment programs. The unit manages supplemental payment funding distributions and monitors state and federal compliance with the Low Income Pool (LIP) program, Disproportionate Share Hospital (DSH) program, Graduate Medical Education (GME) program, Medicaid School Faculty Physicians payments, Public Emergency Medical Transportation (PEMT) program, and the Florida Cancer Hospital (FCHP) program.
LIP
The LIP program allocates $2.176 billion to ensure continued governmental support for the safety net providers that furnish uncompensated charity care to the uninsured populations. This funding includes a combination of both Intergovernmental Transfers (IGTs) and federal dollars.
DSH
The DSH program distributes $370 million of combined funding from IGTs and federal dollars. DSH funding is used to compensate hospitals that have provided a disproportionate share of Medicaid and/or charity care services.
GME
The Graduate Medical Education (GME) Statewide Medicaid Residency Program consists of $191 million used to provide funding to qualified participating hospitals involved in graduate medical education. Additionally, the GME Startup Bonus Program provides $100 million to qualifying hospitals with newly approved residency positions in the statewide supply-and-demand deficit specialties.
TEACH
The Training, Education, and Clinicals in Health (TEACH) Funding Program allocates $27 million dollars in funding to provide a high-quality educational experience while supporting participating federally qualified health centers, community mental health centers, rural health clinics, and certified community behavioral health clinics by offsetting administrative costs and loss of revenue associated with training residents and students to become licensed health care practitioners.
IME
The Indirect Graduate Medical Education (IME) payments shall be made to eligible teaching hospitals participating in GME. This funding includes a combination of both IGTs and federal dollars.
PEMT
The Public Emergency Medical Transportation (PEMT) certified public expenditure (CPE) program for Emergency Medical Services provides $52 million to public entities for the provision of emergency transportation services to Medicaid fee-for-service beneficiaries.
FCHP
The Florida Cancer Hospital Program (FCHP) was created to give eligible providers an enhanced reimbursement for inpatient and outpatient hospital services. The Centers for Medicare and Medicaid Services (CMS) approved the State Plan Amendment (SPA) on March 8, 2018, with an effective date of October 26, 2017.
Hospital DPP
The Hospital Directed Payment Program provides funding for hospitals that provide inpatient and outpatient services to Medicaid-managed care enrollees. This funding includes a combination of both IGTs and federal dollars.
